DU BOIS CALLS FOR DRASTIC INCREASE IN EXPENDITURE ON
ENVIRONMENT

At the monthly meeting of the Economic Development and Planning Committee on August
13, Bluff ward councillor Duncan Du Bois called for a drastic increase in the operating and
capital budgets for environmental protection.
He made the call following a report back by the Metro' s deputy head of Environment
Management, Dr Debra Roberts, on an international conference held in Curitiba, Brazil, at
which papers on urban bio-diversity were presented. In her report Dr Roberts noted that
according to the United Nations Environmental Programme, Durban ' remains a global
leader in the field of open space planning and implementation.'
As a result representatives of the city's Environmental Management Department were invited
abroad to share the municipality's experiences with a broader scientific community.
' Although this is good news for Durban, what is of great concern is the small size of both the
operating and capital budgets for Environmental Protection. In a budget of R17 billion it is
ludicrous that only R2,2 million is allocated for capital expenditure with R6 million budgeted
for operational expenses. These amounts have to be dramatically increased in the light of
the importance bio-diversity plays in the economy and in the well-being of society,' said Cllr
Du Bois.
Dr Roberts pointed out that bio-diversity contributes some R27 billion to the economy in
terms of its role in the generation of goods and services.For rural households it is
responsible for the generation of an average of R6,000 in income per household per annum.
She acknowledged that budget allocation was inadequate and that her department would be
calling for a doubling in the size of its funding.
