The Democratic Alliance has slammed the 2007 Ethekwini Budget as ' anti-poor,
anti-pensioner and anti-business.'
It has also expressed dismay at the failure of the ANC-run Metro to keep tariff increases
within the 6% macro limit set by the national ministry of Finance.
DA Caucus leader John Steenhuisen said that the steep tariff rises will not only fuel
inflation but are such that they will exacerbate hardship among those who are already
unable to cope with rising fuel and food prices. He pointed out that once again ratepayers
were being shortchanged in the vital areas of service delivery such as infrastructure
maintenance.
In particular he cited the deteriorating condition of the bus service run by Remant Alton, an
ANC-aligned business. The plight of thousands of commuters could not be ignored, yet the
ANC-controlled Exco showed no sense of urgency in resolving the matter.
DA councillor Rory MacPherson pointed out that no tariff increases would have been
necessary had the Metro been disciplined in debt collection. He cited some R3 billion as
being owed to the city. This was based on R564m in unpaid service charges by public
works ( state departments); R880m owed by business and a further R2 billion simply listed
as ' other.'
Bluff ward councillor Duncan Du Bois said it was the height of hypocrisy on the part of the
ANC to term the 2007 Budget a ' poor man's budget.'
' The tariff increases are going to impoverish everybody. It beggars belief that the ANC are
unable to see that the 10% levy on businesses and the 5% electricity surcharge are simply
going to be passed onto consumers in the form of steep price rises.'
