# Municipal manager Mike Sutcliffe survived the motion of censure moved on May 29 against him
by Cllr Du Bois when the ANC defeated it.
But although the vote was lost the debate was won. ANC arguments against the motion included
such ridiculous claims as accusing the DA of influencing the journalist, who originally wrote the
article cited in the Daily News of April 30, to use the term ' right wing people.' ANC Deputy Mayor,
Logie Naidoo,even tried to claim that such terminology was commonplace and not discriminatory.
STREET RENAMING SHAMBLES HEADED FOR COURT
The Democratic Alliance in the Ethekwini Municipality is adamant that it will challenge
the street renaming process through court action should the ANC-led Council proceed
with its flawed renaming exercise after the new June 23 deadline for submissions.
The basis of the DA's claim is that the provisions of a policy document approved by the
Council on October 29, 2001 have not been adhered to. Specifically this policy requires
that addressees and affected parties are consulted.
' Transparency and grass roots consultation, not top-down prescription, is how this process
is supposed to be managed. But this has not been the case,' said Bluff DA ward councillor
Duncan Du Bois.
' Now in response to the backlash to their baasskap the ANC has simply extended the time
period for submissions and objections. This in no way fixes the problem and amounts to
putting the cart before the horse. Only a fresh start to the process based on the October
2001 policy can fix this mess,' said Du Bois.
' The DA is also concerned about the ANC's claim that the opinions of ward committees can
be seen as expressions of grass roots consultation. This is simply a ploy to satisfy the
provisions of the consultative process. Most ward committees are not representative of the
communities they claim to represent. Ward 66, for instance, does not have a legitimate ward
committee. Besides, the opinions of ward committees are purely advisory and in no way
binding on a ward councillor,' said Cllr Du Bois.
The DA's legal advisor is confident that if the Council goes ahead with its controversial
renaming exercise that the DA's case will be successful in court.
