The ANC under Zuma: Hope lies
in building the opposition

The outcome of the ANC’s NEC meeting confirms
that it has been irreversibly captured by populists,
careerists and convicted criminals. The hope in
South Africa now lies in building a moderate, non-
racial opposition to the Zuma ANC.The Zuma
camp’s clean sweep of the NWC and his
reaffirmation as the ANC’s presidential candidate
mean that Zuma has won the battle for the soul of
the ANC. There is no way back now.

This is a party willing to sacrifice principle at the
altar of power as the election of Tony Yengeni’s
election to the NWC amply demonstrates. This
confirms the outcome of the election of the NEC
which demonstrated the same expedience with
the election of a range of candidates that have
been convinced for criminal offences in the courts.

Now, more than ever, there is a vacuum at the
centre of politics. This will be filled by a party that
defends the Constitution, fights corruption and
fights poverty by sustaining economic growth and
dramatically improving education and skills
training. In short, there is a space for a party of
principle that puts the needs of the people before
the relentless pursuit of power.

The DA will now accelerate its mission to build the
moderate centre. If necessary, we will form
strategic alliances with other opposition parties as
well as members of the ruling party who cannot
countenance the future South Africa faces under
Zuma’s ANC.

The battle for the soul of the ANC has been won.
The battle for the soul of South Africa starts now.

POLICE COMMENDED ON
SECURING BEACHES

' Both SAPS and the Metro Police are to be
commended for their respective roles in securing
the Ansteys beach area
and Foreshore Drive  against drunken and unruly
behaviour  during the festive season,' said Bluff
ward councillor Duncan Du Bois.

' According to Inspector Eddie von Bargen of the
Metro Police although December 25 and January 1
saw large crowds flocking
to the beach, there were no major incidents and
things were relatively quiet compared to previous
years. Inspector von Bargen
said that the traffic boom control on Anstey Rd
together with the lack of road access to Brighton
beach had greatly assisted in
managing the situation,' said Cllr Du Bois.

' What was particularly pleasing was the ongoing
presence of a large contingent of police right along
the entire stretch of Foreshore Drive to Cave Rock.
Those entrusted with our safety and security must
be thanked for responding in this way to the
grievances aired by the large crowd that attended the

November 13 CPF meeting and the subsequent
one on December 11. It goes to show that public
pressure can produce results,' said Du Bois.

AMENDED FIREWORKS POLICY
WELCOMED

The Democratic Alliance in Ethekwini Municipality
has welcomed  the amended Fireworks
Policy which was approved by the Council at its
final meeting for the year held on December 10.

' It's a substantial improvement on what was
previously in place. It is also a considerable
achievement
given the disparate views and cultural diversity that
prevails on the issue,' said Cllr Duncan Du Bois in
a speech to the Council in support of the policy.

' Obviously enforcement of the provisions of the
policy is going to depend on the capacity of the
Metro
Police,' he said. ' But at least there is now tight
prescription on the sale and usage of fireworks
while only
10 days of the year are specified as occasions
when fireworks may be lit. Guy Fawkes (November
5) is not  on the list.'

' What is particularly welcome is the prohibition of
the use of fireworks in any place where animals
are kept and where frail or old age folk are cared
for.This automatically rules out whole
neighbourhoods. It is also good to see that no one
may deal in fireworks unless they have a licence in
terms of the Explosives Act of 2003 and have
obtained written permission from the Municipality.
This provision empowers any ordinary citizen to
demand to see whether a dealer has the
necessary authorisation to sell fireworks, to report
him if he is not complaint or to object to the sale of
fireworks on the basis of the constraints of the
neighbourhood,' said Cllr Du Bois.

' The new policy also ringfences the conditions
under which fireworks may be used. Besides
outlawing juvenile usage and handling it also
requires those wishing to use fireworks in a public
place to seek written permission.
Furthermore it restricts them to specifics about
usage and timeframes.'

' Overall, it is gratifying to see that religious and
cultural particulars have been catered for in a
sensible manner  while the issue of the safety of
all God's creatures enjoys top priority,' said Cllr Du
Bois.

R16 MILLION TO BE SPENT ON
REPAIRS TO BLUFF BEACHES

' Whilst concerns as to the storm-damaged
infrastructure along Ansteys beach are
understandable, repair and rehabilitation plans have
been approved by the Council and continue to be
implemented,' says Bluff ward councillor Duncan Du
Bois.

'Some R16 million has been approved for this task
and has been allocated as follows:
Ansteys beach:
washaway of four stormwater outfalls: R400,000;
220m stretch of concrete retaining wall: R4,8 million;
beach access walkway: Foreshore Dve: R380,000.

Brighton beach:
Dolphin Lifesaving Club area: erosion along parking
lot, stormwater replacement, road rehabilitation:
R4,3 million;
Foreshore Dve: road rehabilitation north and south
of Cave Rock:R3,95 million;
tidal pool and paddling pool infrastructure: R2,2
million.

' The issue of funding has resulted in delays in the
carrying out of the work. Submissions were made to
both the Council's insurers and to National Disaster
Management. Some R98 million is involved in
repairs to beaches from Umhlodti to Winklespruit as
a result of ocean damage caused during the March
19 -20 storm  as well as a subsequent storm
between July 29 and 31,' said Cllr  Du Bois.
