| PROVINCIAL COMMISSION FINDS PLAN FOR NEW PETROL STATION FUNDAMENTALLY FLAWED 9 April 2008 A meeting of the Provincial Planning and Development Commission has found that defective advertising on the part of Ethekwini Metro has rendered null and void the original decision to proceed with the construction of a petrol filling station in Bideford Rd, Bluff, pending an appeal by objectors. The Commission which met at Grosvenor Girls' High School on April 4 found that the original notices advising of the proposed town planning scheme were placed only in one official language and not in two official languages as required. On that basis the Commission ordered officials of Ethekwini Municipality to begin the whole process afresh. The rezoning application was first advertised in November and December 2004. Bluff ward councillor Duncan Du Bois has welcomed this development. ' From the outset I advised against the construction of the proposed fuel station not only because local residents objected to it but for sound economic and logistical reasons as well. In the first place, the proposed site of the petrol station directly opposite Grosvenor Girls' High in Bideford Rd is totally unsuitable. Even placing a small shop on this site would be crazy given the narrowness of the road and the already great volume of two-way traffic. Secondly, there is absolutely no need for another fuel station on this side of the Bluff when within three kilometres there are already three stations. In fact the Bluff there are too many petrol stations - six from Pick and Pay northwards and a further three on Edwin Swales VC Dve approaching the Bluff. As a result all the Bluff stations are struggling to survive economically. The addition of a further station would not only be unnecessary but would have a negative effect on job sustainability,' said Cllr Du Bois. ' The application for the new station was actually rejected by Ethekwini Town planning officials but was overturned by the ANC majority on the Town Planning sub-committee and endorsed by Metro Exco in June 2007 with the DA voting against it. Clearly the decision to proceed with this scheme has political and financial undertones which were allowed to supersede the fact that there is absolutely no need for a petrol station in Bideford Rd,' said Du Bois. #################### |
