NEW CONTAINER DEPOT: PARASTATALS' INDIFFERENCE DEPLORED

Efforts to obtain clarity on the prospect of a new container depot being established in Edwin Swales VC Dve,
in close proximity to the ones that are
already the cause of traffic disruption, are being hampered by uncertainty amongst the parastatals
concerned.

Bluff ward councillor Duncan Du Bois has been in contact with the head of Spoornet property, Gerard Rorke
about what appears to be the preparation
of a new container depot in Edwin Swales VC Dve. Mr Rorke, however, claims that the site in question does
not belong to Spoornet and surmises
that it is Propnet property. ' I have also inquired from Carlos Esteves, the Deputy Head of Metro Road
System Management, as to what is afoot and he
is equally frustrated by the runaround Metro is being given by the parastatals. There are also claims of legal
wrangles between Propnet and its tenants,'
said Cllr  Du Bois.

' The indifference of these parastatals to the public interest is utterly deplorable. It is quite unacceptable that
the business interests of two parastatals
can be allowed to play havoc with the Bluff's major access route and that the very basic elements of
governance, namely, transparency and accountability,
are ignored,' said Du Bois. ' I have asked Mr Esteves to insist that Metro, as the custodian of the public road
network, obtains clarity on the proposed new depot,' he said.

WARD COMMITTEE ELECTION FOR WARD 66

The ward committee election for ward 66 will take place at the Assegai Shellhole Hall in Assembly Rd,
Wentworth on Saturday November 18 at 2pm.

Only people who are registered voters in ward 66 will be eligible to participate.' The easiest guide to check
whether you are a ward 66 voter is to recall whether you voted at one of the following polling stations on
March 1 election day: Durban Academy, Bushlands Primary, Pigeon Club, Catholic church, Clairwood
Boys' or Phambili School in Sarnia,' said ward councillor Duncan Du Bois who will be chairman of the
ward committee.

' A ward committee comprises of  between 10 and 15 representatives.  They have to represent the
geographical and demographic profile of the ward. In addition there must be a balance in terms of interest
groups such as business, education, churches, sports and recreation, special interest groups and gender
representation,' said Du Bois.

' As a structure it does not replace Community Policing Forums but it does afford interest groups a
platform to feed more directly into the process of local government. Nonetheless, a ward committee is
only an advisory body without any executive powers. There is no remuneration and it is supposed to be
independent,' he said.

Those attending are required to bring their ID books and are urged to arrive before the 2pm starting time
so that the registration process is not delayed.
