CLAIRWOOD: THE SECRET'S OUT !

Clairwood's fate would be determined by market forces and not town planning considerations. So said the
Head of Metro Planning and Development, Soobs Moonsammy, at a meeting of Clairwood stakeholders on
December 4 at which details of the back-of-port expansion in the South Durban Basin were discussed.

' At last the secret is out and with it the reason the ruling party in the Council has refused requests for an
investigation into the lack of progress into the regeneration of Clairwood or to prosecute illegal businesses,'
said ward councillor Duncan Du Bois. ' Moonsammy's statement was made in the presence of the
Municipal Manager, Dr Sutcliffe. He did not repudiate her words. It's an absolute bombshell for local
residents,' he said.
' It means that the draft plan which officials are touting as a document to be discussed with local residents
for their input is simply a red herring and a misnomer because the decision on Clairwood's fate is a fait
accompli. It's a disingenuous and disgraceful ploy to perpetrate on a long-suffering community,' said Du
Bois.

' A rocky road of confrontation lies ahead. At a public meeting on December 5, I advised the community to
trade on their history. In that the preamble of the Constitution recognises the role of those who have worked
to develop the country, Clairwood residents have a right and a duty to stake their claim and to preserve a
physical and cultural presence in Clairwood because of their roots in the area and the legacies of their
forebears.'

' Obviously many strategies will need to be pursued in the months ahead. However, I believe that by defining
its core and insisting that that immediate area be cordoned off as a residential zone, Clairwood's survival,
albeit in a reduced form, would be upheld if the matter was to go to the Constitutional Court,' said Cllr  Du
Bois.

LUNCH COMES BEFORE EDWIN SWALES DVE

Having lunch was voted as more important than finishing the business on the agenda of the  final meeting
for 2006 of the  Ethekwini Council . As  a result a notice of motion by Bluff ward councillor Duncan Du Bois
requesting the Metro's Executive Committee to investigate and to come up with management solutions
to the container trucking problems in Edwin Swales VC Dve has been held over until the Council next meets
on January 31.

' It is difficult to avoid feeling that this was a deliberate move on the part of the ANC. They knew there was a
lengthy agenda and that a special end of year lunch was to be served to invited guests. The fact that two of
the notices of motions were from the DA and one from the IFP obviously had a lot to do with Deputy Mayor
Logie Naidoo's request that business be suspended and those motions held over until next year. Only the
DA opposed the motion to go to lunch and to postpone the balance of the agenda until the January 31
meeting,' said Cllr  Du Bois.

' This is typical of how Durban is being run under the ANC. Good governance and professionalism just don't
feature. I find their arrogance and their conceited notions exasperating.
In the meantime, because having lunch was more important, the traffic congestion and free-for-all on Edwin
Swales VC Dve will drag on. If residents would like to communicate their feelings to
